This toolkit elevates eleven areas of policy reforms for local jurisdictions to consider as they work to reform and transform local policing practices and advance public safety. While we offer these policies as promising areas for reform, we do not intend for them to be a comprehensive list. We acknowledge that these reforms do not fully tackle the structural challenges of racialized over-policing, hyper-criminalization, or mass incarceration. Together, however, they represent a path forward to mitigate the negative impacts of existing institutions and practices, and to advance significant progress in the way policing operates in our communities.
